Thursday morning is a warning desk, not a watch desk. National Hurricane Center Intermediate Advisory 7A at 7:00 a.m. CDT places Hurricane Isaias near 23.7N 90.6W, about 385 miles south-southwest of the mouth of the Mississippi River, with winds near 80 mph, pressure 975 mb, and motion east-northeast at 9 mph. A Hurricane Warning runs from Ocean Springs, Mississippi, to the Bay/Gulf County line in Florida. A Storm Surge Warning runs from the mouth of the Mississippi River to the Steinhatchee River. Tropical Storm Warnings cover southeast Louisiana west of Ocean Springs and the Florida coast east of the Bay/Gulf line to the Aucilla River. Landfall is forecast inside the warning area late Friday or early Saturday. No U.S. landfall has occurred.
Wind and water split by seat. Hurricane-force winds extend only about 15 miles from the center; tropical-storm-force winds extend about 90 miles. Peak surge if it meets high tide is 5 to 7 feet from Ocean Springs to Indian Pass and across Mobile Bay, 3 to 5 feet west of Ocean Springs, and 4 to 6 feet from Indian Pass to the Steinhatchee River. Friday-through-weekend rain is forecast at 3 to 7 inches, locally 10, from far southeastern Louisiana to the Florida Panhandle. SPC has no convective watch. The 1300 UTC Day 1 outlook carries a Marginal tornado risk on the middle Florida Peninsula and a Marginal elevated-hail risk over Iowa tonight. Those are not the Gulf landfall.

Once tropical-storm conditions begin, the site is closed. After landfall, the first four hours are access and a dry-in decision, not extraction into standing surge. Confirm the building is vacant or that remaining staff have an exit. Vacant warehouses can take a roof tarp once wind has dropped and the deck is safe. Occupied hotels, clinics, and apartments get people and power first. Photo protocol is exterior and the high-water line until the PM releases the interior. Do not send a tech onto a metal roof in residual gusts. A verified brief tornado Friday night on the Alabama or Panhandle coast is a local survey, not a board reset. Do not open walls until that walk is done.

Do not roll Friday night. On a Peninsula flood file today, meter the wet assembly and call the category before extraction. Street water on saturated soil is not automatically Category 3. Overland flood and seawater still can be. Gulf surge is contaminated until the PM says otherwise. PPE follows the category. Outage blocks mean no open walls and no cutting near unknown circuits. Treat every panel as energized until the building is locked out. Photograph, meter, and wait.
Business development
Call commercial property managers on the warning corridor today only to confirm a daylight dry-in contact. Do not blast “we are in your neighborhood.” The storm is still hundreds of miles offshore. Peninsula adjuster notes can mention urban flooding and a low-confidence brief tornado. They should not be told a hurricane is hitting Tampa. Iowa agents get a hold: elevated hail is possible tonight, no wind area was drawn, and no watch is up. Do not pre-sell roof canvasses.
Commercial vs residential
The split is on the coast. A warehouse roof in the core is an after-hours access problem: dock codes and a manager who may already be evacuated. Single-family contents on the surge line are life safety and ALE first. If the household is under an evacuation order, the file waits.
