Thursday morning is a quiet severe pulse and a live rain desk. The Storm Prediction Center 1300 UTC Day 1 outlook, issued at 7:53 a.m. CDT, has no severe thunderstorm areas, and no convective watches are valid. Tornado Watch 675 (central into northeast Kansas, expired 11:00 p.m. CDT Wednesday) and Severe Thunderstorm Watch 676 (west-central Texas, expired midnight CDT) are both done.

What verified overnight is leftover, not a new outbreak. NWS Wichita’s preliminary summary of Wednesday evening tornadoes in Barton, Russell, and Lincoln counties reports no significant damage or injuries. The storm-report note that matters for a scope is tornado damage to some outbuildings north-northwest of Susank. Wind on the same board sits in west and northwest Texas, including broken poles near Tubbs Corner in Crane County and a 68 mph gust west of Rotan in Fisher County. The Weather Prediction Center still holds a Moderate excessive-rainfall risk on parts of the Southern Plains, with a Slight on parts of the Central Plains, the Middle Mississippi Valley, and the Great Lakes. Today’s LSR board after 12Z is empty. This is not an official NWS warning. Verify the county before anyone rolls.

Owner / principal: hold the severe rollout

Do not deploy a regional wind or tornado crew off this morning’s map. There is no watch, no categorical risk, and no significant-damage note from Wichita. Cash stays on standing jobs. Overtime is not authorized for a speculative chase into central Kansas or the Concho Valley. Polo’s remnants are already in the Plains pattern. This is not a U.S. mainland hurricane landfall, and it is not a derecho.

Two narrow exceptions. If a branch already has a customer or carrier request in Barton, Russell, or Lincoln, send a daylight survey truck, not a pack-out convoy. If a Southern Plains branch is inside a flash-flood warning or has a verified wet interior, that ticket is water. Stage extractors only where water is inside or a warning is live. Do not pre-buy dumpsters for a Moderate rainfall outline.

No branch sits in a Slight or a watch. Keep three columns, and do not staff them as one ticket.

Occasional gusty winds can still accompany storms from parts of Kansas into central and southern Texas. SPC notes a low-end funnel chance over southern Kansas, the Texas Panhandle, and western and northern Oklahoma if cloud breaks allow heating. That is a local survey if a warning fires, not a second truck on standby.

Project manager: first four hours

On a Kansas survey, the first hour is exterior only, in daylight, and only if the road is open. Photograph the structure, the outbuilding, the tree line, and the service drop before anyone moves debris. Path language from chasers is preliminary.

On a verified wet interior, extract first. Tarp only a roof opening that is actively admitting rain, and only if the roof is safe to access. Occupied homes and occupied warehouses get a contents path and a power check before equipment lands. Vacant farm buildings near Susank can wait if access is blocked. The first four hours belong to the address that called, not to the radar outline.

Estimator: wind leftover, water now, hail nowhere

The overnight board has no hail reports. Do not write a hail line from a phone photo of a wet roof. Texas wind at 58 to 68 mph is gutter, loose flashing, tree, and service-drop work in the counties that already reported it. It is not a full reroof until a test square and slope photos exist in daylight. A Kansas tornado with no significant damage reported is a farm-structure and puncture check, not a dwelling rebuild until you are standing on the loss.

Water is the live pricing risk. Price extraction and drying only after a moisture map, not from a doorbell video of a flooded intersection. Overland flood and waste-line backup can still be Category 3. Wind-driven rain through a compromised roof is not automatically Category 3. Photograph elevations, the source, and the water line. Do not promise a coverage call.

Technician: meter, power, and walls

Category is a meter and a source call, not a radar call. On outage blocks in Crane and Nolan counties, treat every service drop as live until the utility clears it. Poles broken near the base are an electrical stop. Do not open walls until the project manager has a drying plan and the customer or property manager has authorized demolition.

Business development: do not blast the neighborhood

Call only accounts that already have a relationship and a building inside a verified county. Commercial property managers on the San Angelo–Abilene–Hill Country rain shield get a water check-in on docks, electrical rooms, and flat roofs. Residential adjusters in Barton, Russell, and Lincoln get a survey offer only if they already have a claim. Do not send “we are in your neighborhood” into a county whose official summary says no significant damage.

Commercial vs residential on this event

A warehouse or retail roof west of Fort Worth cares about ponding, scuppers, and after-hours access while the rain shield is still moving. A single-family house in central Kansas cares about an outbuilding, a tree, and whether anyone is displaced.
