Storm Pulse for Operators: Kansas Flood Aftermath — Friday, October 2, 2026 (Morning)

The Storm Prediction Center 1300 UTC Day 1 outlook, updated 7:36 a.m. CDT, carries no severe thunderstorm areas through Saturday morning, and no convective watches are valid. Thursday’s Flash Flood Emergency for Dodge City and central Ford County, the central Kansas flood warnings, and the Austin/San Antonio flash-flood warning have all expired; the work is water already in buildings, not a new watch.

Hold new deploy. Do not hold jobs that already took water. Garden City logged two ASOS gusts of 58 and 59 mph Thursday, with no damage survey. The Mid-Atlantic and Cumberland Plateau may see isolated gusty storms later today, below watch criteria. Houston and the central Gulf Coast sit in a Weather Prediction Center Day 2 Slight for excessive rainfall Saturday, not this morning. Hurricane Rachel is west of Baja with no coastal watches. The Atlantic basin is empty.

Owner / principal

Hold the surge. Do not buy overtime, extra dumpsters, or out-of-area crew for a blank severe map. Cash this morning goes to extraction and drying already opened in Ford County, the I-70 corridor through Geary and Riley, the McPherson–Marion line, and Bexar, Atascosa, and Wilson counties if water got inside Thursday. Those clocks started yesterday afternoon. A 24–48 hour mold window does not reset because the warning expired.

Do not pre-position a Gulf Coast crew for Saturday’s Slight. Local Houston, New Orleans, Biloxi, Mobile, or Pensacola branches note the overlay and leave trucks on standing work until a live warning or a confirmed interior loss. Garden City is a local check, not a wind event.

GM / ops

Board status: no Slight, no watch, no mesoscale discussion in effect. The last watch, Severe Thunderstorm Watch 676, expired at midnight CDT Wednesday. Branches in yesterday’s polygons — Dodge City / Ford, Junction City, Manhattan, McPherson, Marion, San Antonio / Bexar — stay on aftermath, not on a storm callout. Delmarva and Cumberland Plateau branches stay on normal Friday production. A couple of gusty cells are possible near the front this evening. That is a same-day tree or service-drop check if a warning is issued, not a regional wind stage.

Do not strip drying techs, project managers, or dumpsters off standing jobs to chase a pulse that is not live. On-call stays the regular rotation. If a local special weather statement or flash-flood warning posts later, the board changes then. Confirm every expired polygon with the local NWS office before you tell a crew the street is clear. An expired emergency is not a clean crossing.

Project manager

First four hours on an already-wet site, not on a new claim drive. Confirm the warning has expired, then walk the water that is still there. Photo standing water, closed crossings, and high-water marks only where it is safe to stand. Do not send a tech into a low-water crossing that is still closed. Occupied buildings get a contents path and a power check before equipment. Vacant buildings get the same moisture map, without an ALE conversation.

Tarp only if a roof or opening is still admitting water. Extract first where the loss is floor water from Thursday’s rain. Do not open walls on arrival. Mark wet assemblies, set the drying goal, and wait for the moisture readings before demolition. I-70 segments that were in the Topeka polygon are a travel constraint, not a scope item.

Estimator

This event prices as water, not wind and not hail. SPC’s Thursday 12Z-to-12Z board did not log a tornado or hail report. The only wind notes are the Garden City ASOS pair, which is not a damage survey. Do not write a hail supplement from a phone photo of a wet roof. Do not write a wind supplement because a gust hit 58 mph at an airport sensor.

Likely supplements are extraction hours, content manipulation, anti-microbial on Category 3 assemblies if overland water entered, and drying days already running. Do not price from a phone photo: submerged electrical, hidden wall cavities, finished flooring that has not been lifted, or any roof that has not been walked. Overland flood, street backup, and wastewater are not the same category as wind-driven rain. The category call belongs on site with a meter.

Technician

Moisture meter before the category call. Map floors, sill plates, and the bottom two feet of walls. Overland water and anything that came through a street or a low crossing is treated as contaminated until the PM says otherwise. PPE matches that call: gloves, eye protection, and waterproof footwear on wet slabs. Do not open walls until the PM releases demolition.

Electrical safety on outage blocks is the stop rule. If the panel is wet, the street is dark, or a service drop is down, do not energize air movers. Garden City’s gusts are a reason to look up at the drop, not a reason to climb. Thursday’s flood language included a particularly dangerous situation tag in Ford County. Standing water in a basement or a warehouse dock is still a drown risk after the warning expires. Turn around if the crossing is closed.

Business development

Call property managers and facility contacts already in Ford, Geary, Riley, McPherson, Marion, Bexar, Atascosa, and Wilson only if you have a live relationship and they had water yesterday. The ask is whether water entered and whether drying is already placed. Residential adjuster calls follow the same rule: existing claims and known losses only.

Do not blast “we are in your neighborhood.” There is no live watch to stand behind, and a blank SPC map makes that line false. Do not pitch Houston or the Gulf Coast on Saturday’s Slight this morning. A Saturday overlay is a note for the local branch, not a Friday email campaign.

Commercial vs residential

The difference this event actually creates is access and contents, not a second weather story. A warehouse or retail dock in Dodge City or San Antonio may still be holding yard water and a closed approach after the polygon expired. After-hours access matters if the building is occupied for Friday trade and the manager will not release the floor until close. A single-family house on the same street is a contents and flooring clock, often with the owner home, and may carry additional living expense if the lowest level is unusable. Do not write ALE onto a vacant warehouse. Do not write a business-interruption conversation onto a house. Neither side has a hail or organized-wind ticket. A ponded commercial roof is a water-entry photo set, not a wind claim, until someone walks it.

Hold, then work what is already wet

No new deploy. Crews already on Thursday water stay on extraction and drying. Everyone else stays on the board they had at 7 a.m. The weather pulse is on the Tygart Media desk: Storm Updates: Kansas Flood Aftermath, Quiet Severe Pulse — Friday, October 2, 2026 (Morning).

Field protocol for water already inside: Storm Water Intrusion: Extraction, Drying, and Mitigation Protocol. Large occupied floors: Commercial Water Damage Restoration: Large Loss Protocol.

Informational only. This is not an official National Weather Service warning. Verify the county or ZIP with NWS before you roll. Turn around, don’t drown.
