The organized severe window is closed. The Storm Prediction Center 1300 UTC Day 1 outlook, updated 7:45 a.m. CDT by Guyer and Dean and valid through 1200 UTC Wednesday, carries no severe thunderstorm areas, and the watch page at 13:20 UTC lists none. SPC logged no tornado, hail, or wind reports for the new convective day or the prior day. The live ticket is water: a Weather Prediction Center Marginal excessive-rain risk over much of Florida and far southeastern Georgia, and a National Weather Service Jacksonville Flood Watch from 10 a.m. through this evening for northeast Florida and Camden County, Georgia.
Owner / principal
Hold the severe deploy. There is no watch box, no hail board, and no wind-report stack. Do not buy overtime, dumpsters, or a second tarp crew for a convective day SPC has already called unlikely. Cash stays on standing jobs outside Florida.
The exception is a small water bench. If a branch sits in the Jacksonville watch corridor — Duval, Nassau, Flagler, eastern Clay, eastern Putnam, St. Johns, or Camden County, Georgia — keep one extract-and-dry crew and a pump set on call after 10 a.m. EDT. The watch language is locally 3 to 5 inches. WPC expects a widespread 1 to 3 inches over much of north Florida and kept the risk Marginal because the ground is flat, rates are limited, and swampy soils should take most of the rain. Isolated flooding is aimed at urban and poor-drainage spots. That is a call-out bench, not a caravan.
Gadsden County is aftermath. Tallahassee’s Flood Warning for Quincy, Midway, Havana, Greensboro, Gretna, and Santa Clara expired at 5 a.m. EDT after 7 to 11 inches already indicated. Pay the crew already inside a wet building. Do not open a fresh mobilization for a polygon that is off the board. AL92, the southwestern Gulf disturbance with a 90 percent formation chance, is a monitor note. It is not named and has not put a tropical watch on the northern Gulf Coast. Do not spend against a landfall that is not on the map.
GM / ops
Board the day as water-only, and only where a product is live. No Slight or severe watch is in effect. The branches on the live product are the Jacksonville Flood Watch zones and, as a just-hit desk, Gadsden County. Texas dropped off the Day 1 excessive-rain map overnight. The Plains and Midwest stay on standing work.
On call: one project manager who can tell a flood warning from a flood watch, one extraction tech, and a drying tech who can set a meter log. Do not strip dehumidifiers, air movers, or the lead tech off a job already in drying. A Marginal rain risk does not outrank a Class 2 or Class 3 dry-down that is on the clock. River products on the Mississippi at Louisiana, Missouri, the Missouri River, Iowa’s Wapsipinicon, Cedar, and Iowa rivers, the Shoal near Crestview, and the St. Mary’s at Macclenny are channel water from earlier rain. Do not pull a Florida crew north, and do not fold them into today’s front.
If Atlantic rainbands sit on Jacksonville, Fernandina Beach, St. Augustine, Palatka, Palm Coast, or Kingsland, dispatch to the address, not the county outline. If the bands stay offshore or the street drains, stand down. Photograph standing water only if the road is clear. Turn around, don’t drown.
Project manager
First four hours on a Gadsden call document water already in the building, not rain that stopped before dawn. Note the warning expired at 5 a.m. EDT and write the arrival time. Photo the path: threshold, garage slab, HVAC closet, and any low interior that took street or yard water. Occupied homes get contents moved up and a category call before anyone opens a wall. Vacant or commercial shells get the same photos plus who let you in and whether power is on.
On a Jacksonville-watch call that is still raining, extract first. Do not lead with tarps. This desk has no wind product. A roof opening that was not there yesterday is a separate inspection, not the morning scope. Set containment if water is on finished floors, pull standing water, and map moisture before you promise a dry date. If the street is still running, wait.
Estimator
Price water, not wind and not hail. SPC kept the central Florida note about brief offshore rotation below a probability, with thin CAPE and poor mid-level lapse rates. A phone photo of a wet ceiling is not a wind supplement. A driveway pond is not a contents total. Walk the wet line, meter the floor and the bottom of the wall, and write the category from what you see and smell, not from the rainfall total in the warning text.
Likely supplements are extraction hours, antimicrobial where Category 2 or 3 is supported, and extra drying days if the slab stayed wet. They are not emergency tarp, not hail maps, and not a full roof. River and tide tickets — Florida Keys minor saltwater on low streets through this evening, Shoal and St. Mary’s rises — get their own files. Do not blend a high-tide street with a training-rain interior and call it one loss.
Technician
Meter before you name the category. Ground water from a saturated yard or a flooded street is not clean supply-line water. PPE follows the category. On any block that lost power overnight, treat outlets and the panel as live until a qualified person says otherwise. Do not open walls until the project manager has the moisture map and says the cavity is in scope.
Pumps and extraction lead. Air movers go in after standing water is gone and the room is safe. If the watch corridor is still under a rainband, stage equipment at the door and wait for the street to clear. The expired special marine warning off Panama City Beach was open water. It is not a land electrical or wind call.
Business development
Call property managers and facility contacts you already have in the Jacksonville watch zones, and in Gadsden County if a job from last night is still wet. The ask is access and a moisture check, not a storm blast. Do not send “we are in your neighborhood” to a county that only sits under a Marginal rain overlay. Residential adjusters get the expired-warning time, the photo set, and the category. They do not get a hail narrative. Leave Gulf Coast managers alone on AL92. A development note is not a tropical file.
Commercial vs residential
This event splits on drainage and occupancy, not on wind. A warehouse or retail slab in Jacksonville or St. Augustine takes street and dock water at the low bay door. The first hour is after-hours access, a pump on the slab, and a note on what inventory sat on the floor. A single-family house in Quincy or Havana is contents and finished floor from rain that already fell. Additional living expense is a residential question only if the occupied area is unusable after extraction starts. It is not automatic because a flood warning was in effect overnight. Commercial roofs are not the morning scope. If a low roof ponded because drains were blocked, that is a drainage photo, not a hail test square.
Hold signal
Outside the Jacksonville Flood Watch and the Gadsden aftermath, this is a no-deploy morning. Staff pumps and meters where water is already inside or where a rainband is sitting on a poor-drainage address. Do not staff tarps for a watch that does not exist.
