Inspired by Will Tygart, 2025 RIA TPA Scorecard (Tygart Media). Ratings from the Restoration Industry Association Advocacy and Government Affairs Committee survey of 379 contractors. Official report: RIA 2025 TPA Scorecard. This page is the commercial-operator translation — not a reprint.
A panel can fill Tuesday. The wrong panel trains the shop to work at a loss. The TPA playbook is the operating order. This page is the filter: who contractors actually rate, and what those stars mean when you still have to make payroll.
Industry average in that 2025 scorecard: 2.7 out of 5. That is not a marketing number. That is a satisfaction rate that should change how much of your book you let a network own.
The leaderboard that matters
| Program | 2025 | What contractors actually said |
|---|---|---|
| ONCORE Claims Network | 3.1 — #1 three years running | Best credentialing and guidelines. Volume is the soft spot (2.7). Cleanest program if you can get in and get files. |
| Lionsbridge | 3.0 | Rising. CCA Global cooperative buying plus cleaner closes. Volume still weak (2.4). |
| Sedgwick | 3.0 | Coverage and commercial-carrier reach. Advocacy on scope disputes is the improvement they keep asking for. |
| Westhill Global | 2.9 | Biggest mover (+27% from 2022). Credentialing and value jumped. Watch whether it holds. |
| PRN / Hancock | 2.9 | Biggest drop from 3.5 in 2022. Support cratered. Volume expectations down. |
| DCMG | 2.8 | Scoring clarity. Not famous for estimate-only traps. Smaller footprint. |
| Alacrity | 2.7 | Volume is the asset. Support is not (2.3). Used for jobs, not a relationship. |
| Contractor Connection (Crawford) | 2.6 | Most work, widest map, better on payment speed. Support 2.2. High-friction overflow, not the plan. |
| Brightserv / HOMEE | 2.6 | HOMEE is new and thin on volume (1.8). Not a primary book for an established shop. |
| Accuserve (ex-CodeBlue) | 2.1 — last | Value, process, support all under 2.0. Pricing-to-market is the top complaint. Structural, not a memo fix. |

How an independent should use this
Apply first where support and guidelines are tolerable and the ZIP codes have volume. ONCORE, then Lionsbridge or Sedgwick if they actually dispatch in your city. Westhill if the 2025 jump shows up on your first ten files.
Treat as overflow the networks that send work and punish the shop: Contractor Connection for volume when you have idle crews; Alacrity the same way. Do not staff the company around their calendar.
Do not chase last place hoping volume will fix a 1.9 support score. Accuserve is the example. A full book of cheap files is how busy shops lose money — see job costing.
The cap
The scorecard sits next to a second number from the same industry conversation: more than half of firms now run zero TPA revenue. That is not a slogan. That is operators leaving the model.
On Restoration Intel the rule is still: program work is 25–40% of the mix. One program over 20% of revenue is a landlord. Track margin per TPA, not a blended “insurance” line. Run the file on the Field App before you accept the next fee stack.
When to say no
- Support or payment terms make collections a second job.
- Fee plus mandatory discounts put fully loaded margin under target.
- The program wants estimate-only work that blocks mitigation you already started.
- Guidelines require you to lie about Category or Class to keep a score.
The commercial door is still the ERA and the specialty recovery conversation. Panels fill gaps. They do not own the account.
This week
- List every program you are on. Write last-90-day revenue and true margin next to each name.
- Apply to one high-support program only if you still have capacity after commercial work.
- Cut or freeze the program that fails the “when to say no” list.
- Put the packet order from the playbook in the shop folder so Friday applications stop.
